Institute of Scientific Research on Civil Protection is a territorially separate structural unit of the National University of Civil Protection of Ukraine, with distinct legal entity rights. It is subordinated to the University and falls under the jurisdiction of the State Emergency Service of Ukraine.

The main tasks of the Institute's activities are:
– conducting applied search, research and experimental-design works, as well as other scientific studies in the sphere of civil protection, fire and man-made safety;
– carrying out fire hazard testing of substances, materials, building structures, electrical products, as well as determining the quality indicators of products and equipment, fire equipment, fire-technical tools and gear, fire protection products, and individual and collective protection equipment;
– training and advanced training of external pilots (operators) of unmanned aerial vehicles (UAVs);
– ensuring participation in the organization and conduct of exams to determine the level of proficiency of the state language;
– participation in the formation of a draft staffing plan for training management staff and specialists whose activities are related to the organization and implementation of civil protection measures, in accordance with the annual training needs determined by central executive authorities and other state authorities.
The Institute has a research base — the fire testing ground — which is classified as a scientific object and recognized as a national heritage in accordance with the Resolution of the Cabinet of Ministers of Ukraine dated November 10, 2021, No. 1206 «About scientific objects that constitute national heritage».
The Institute's specialists carry out applied research and experimental-design work and testing aimed at creating new competitive and innovative technologies in the sphere of civil protection, fire and man-made safety.
Additionally, Institute also operates the «FIRE SAFETY» Research Center, accredited by the National Accreditation Agency of Ukraine, which is capable of conducting fire hazard tests of substances, materials, building structures, electrical products, as well as determining the quality indicators of products and equipment, fire equipment, fire-technical tools and gear, fire-fighting products and categories of construction products to assess compliance with the requirements of the Law of Ukraine No. 850-IX of September 2, 2020 «On the Provision of Construction Products on the Market». The scope of accreditation of the FIRE SAFETY Research Center includes 385 test methods and is implemented on 70 units of testing equipment.
The Institute carries out:
– scientific (scientific and technical) activities in the sphere of civil protection;
– research and testing activities;
– training and advanced professional development for external pilots (operators) of unmanned aerial vehicles.
